Beyond Keyword Opt-Outs: Building Modern SMS Compliance at Scale

The FCC now requires honouring any message that reads as a desire to stop — not just STOP. Keyword lists are no longer a defence.

The rule changed in April 2025

The FCC now requires that any message a reasonable person would read as a desire to stop contact be honoured as an opt-out — within 10 business days. Not just STOP. Not just UNSUBSCRIBE. Any phrasing.

The exposure is already showing up

880 TCPA suits were filed between January and April 2025, a 44% increase over the same period in 2024. 78% of them were class actions. Litigation is now specifically targeting keyword-avoidance tactics.

Why legacy systems miss it

Most compliance stacks were built to pattern-match a short keyword list. They were not built for the volume, velocity, multiple vendors and multiple languages of modern insurance distribution — which is exactly where the blind spots open up.

Compliance is not a tax on growth

Done properly it correlates with performance. One-to-one text messaging has produced a 15% improvement in client retention and conversion rates 4–5 times higher than legacy methods. The programmes that respect opt-outs are the ones consumers keep engaging with.

A five-step framework

  • Map every touchpoint where a consumer can reply
  • Set explicit guidelines for what counts as revocation
  • Automate detection rather than relying on keyword lists
  • Suppress outreach immediately, across every channel and vendor
  • Keep an audit trail you could hand to a regulator
